To the best of my knowledge this is the Foree Bain Patent issued on Dec. 23, 1890 and has to do with the ridges around the outside of the skirt.

I have heard that the object of the ridges was to absorb shock (such as a rock thrown at it) and it wouldn't break as easily. I don't know if this is true or not.
